What emulator do you use? Winvice? CCS64?
With both programs you can emulate a C64 joystick by some keys on your PC keyboard.
In Winvice, click Settings, Joystick settings
In CCS64, press Alt/I
Here you can select or define a keyset for a 'virtual' joystick.

It looks like Jungle Hunt works with a joystick connected in port 2.
Then these settings should work:

Control Port 1: None

Control Port 2: Joystick
Mode: Keyset 3

These settings will emulate up/down/left/right movement with the cursor keys, fire button is the right Control key.
